    Parking Certificate for “Parking Spaces for Pregnant Women and Drivers with Children Aged under 6” from Kaohsiung City Government Print

    Starting from August 3 (Friday), 2018, Kaohsiung City Government is opening management offices at 17 public parking towers, parking payment counter on the 1st floor and Parking Engineering Division on the 7th floor of the Transportation Bureau for qualified citizens to apply for and obtain the parking certificate for the “Parking Spaces for Pregnant Women and Drivers with Children Aged under 6”. Qualified citizens can go to the specified places with either Maternal Health Handbook or Children’s Health Manual to obtain the parking certificate from 8:30 a.m. to 5:00 p.m. on working days.

    Based on “Regulations Regarding Management of Parking Spaces for Pregnant Women and Drivers with Children Aged under 6” promulgated and implemented by the Ministry of Transportation and Communications (MOTC) on June 29, 2018, qualified citizens who have acquired the Maternal Health Handbook (before the expected due date) or Children’s Health Manual (before reaching the age of 6) before July 31, 2018 can go to the management offices at 17 public parking towers in the city, parking payment counter on the 1st floor and Parking Engineering Division on the 7th floor of the Transportation Bureau (see attachment for detailed addresses), with either the Maternal Health Handbook or Children’s Health Manual (not necessarily by the pregnant women or parents in person) to obtain the parking certificate starting from August 3, 2018 (Friday). In addition, the Transportation Bureau has also invited district offices to assist with the distribution of the parking certificate considering their easy access by the citizens. It is expected that the parking certificate will be available at all 38 district offices in the city by mid-August 2018 (more details will be announced).

    According to Article 33-1 of Children and Youth Welfare Act, parking lots owned by government agencies, public enterprises, train stations and airports, MRT transfer stations, department stores, hypermarkets, hospitals at regional level or above with pediatric and maternity wards, and amusement parks, with over 25 parking spaces are required to reserve 2% of its parking spaces exclusively for pregnant women and drivers with children aged under 6 years old. The Transportation Bureau has urged management units to complete the setup of such exclusive parking spaces before December 16, 2018 in accordance with the regulation.

    The Transportation Bureau reminds that the exclusive parking spaces are only for vehicles taking pregnant women and children under 6 years old. People who do not hold the relevant parking certificate are not allowed to use the spaces (beginning on June 29, 2019, violators shall be fined NT$600 to NT$1200 pursuant to Article 40-1(2) of the Parking Facility Act). Apart from the parking certificate to be distributed this time, the Maternal Health Handbook, Children’s Health Manual, and valid baby friendly parking permit (before the child reaches 2 years old) can also serve as an alternative identification certificate. In addition, holders of the parking certificate are not entitled to any special discount; regular parking fee shall be paid in accordance with each parking lot’s standard.
